Possibly. But if it is, the process would probably be rather lengthy and end up costing more then the VSC package. The car would most likely have to sent away to have the work done -- as your local dealer isn't going to have the equipment (and probably the time) to do it on site.
The dealer would be the people to check with. Speak with the sales floor rep who sold you the car and have them look into it (they owe you at least that much).
