as mentioned in your owner's manual, the front wheels have to be off the ground when towed. (could cause damage to the transmission otherwise)

The Prius's front whells never disengage from the Hybrid system (even in neutral).
You should never tow the car faster then about 45 MPH with the front wheels on the ground. Permanent damage could happen one of the electric motors if towed any faster.
The owners manual shows the correct way to tow the Prius.
