It can't be tested in the normal manner because the car doesn't "idle."
Luckily, it's not an issue right away, new cars are exempt for the first four years. The only exception is if you do a private party sale, it'll have to be taken to a "referee" who will look at the car and confirm that it's running to spec. (And the referee is only $8 or something, instead of the $60 I got soaked for when I just sold my Subaru.)
