That's ocean thermal exchange current. Here is the NREL's website on it:

Unfortunately it wasn't mentioned on the West Wing this week-along with bunch of other, lesser known alternative energy sources- but it does have advantages for most of the tropical, coastal cities beyond just AC and power production. Mariculture is one.

And it doesn't have to be used next to an ocean- Cornell has reduced its cooling bill by 86% by using water from the nearby lake (Cayuga) at a cost of 55 million. Toronto has just spent 175 million to do the same for 83 million square feet of building space. Both should ameliorate (sp?) their costs in a decade or two.
