Do any of you use a torque wrench to tighten the oil filter and/or the oil drain plug on an '06 Prius? If so, what torque settings do you use?

I have been told to use 28 ft lbs for the drain plug but that seems high. All other cars I have had specified 14 to 16 ft lbs.

I just did my first oil change and tightened the filter 3/4 turn after contact and the oil drain plug to 15 ft lbs but I don't feel comfortable.

The repair manual says 28 ft-lbs on page 17-21. It has a gasket though that you are supposed to replace.
