With strict smog standards it is usually more costly to buy a car outside of California and then "import" it and have it updated to meet strict state mandated smog requirements. Do the same rules apply for Prius? So, if we found a Prius for less in another state, not including delivery costs, would anything need to be done to the car to meet CA smog requirements?

It's called 50 states emission. Prius has it. I believe all the Honda hybrids have it, and there should be some regular cars that have it also.

All Prius sold in the lower 48 come with option package "FE", which is
the 50 state emissions package. So, any Prius in the US will meet the
CA emissions standards. (easiest way to check is look for the label
under the hood.)

Currently, the Prius is exempt from SMOG checks until Jan. 1, 2010:

but I don't know if that includes out of state transfers, only the
biennial and change of ownership checks.
