The GPS satellites transmit the current UCT (aka GMT with a 13 second difference). To get to your current time, the NAV needs to know your timezone and whether or not you're in daylight savings. I'm not sure why they can't figure out your timezone from your location (though if it could see only one satellite, it could receive UCT and still not know where you are).
