Dimensions of '04 Prius internal cargo space?

When you write "under the mask luggage" I assume you mean below the retractable cargo cover. If this is correct, you will have approximately 12 inches (30mm) from the false cargo floor, and another 5 inches (12.5mm) with the floor removed. However, the space beneath the floor is not uniform, so your bags will not be able to sit perfectly flat from edge to edge, as they will when the floor is in place. Hope this helps.

I'm not sure I understand you completely. The floor of the cargo area is attached to the bottom edge of the back seats and hinges at the connection. So, if you are thinking you'd like to raise the floor up level with the top edge of the back seats and place your bags beneath that, No, you won't be able to do that.
