This bill that was passed by the House earlier today has now just passed in the Senate only a minute ago: 91 for, 4 against. The bill now goes to President Bush for signature to be put into law. He is not expect to veto this bill.

P.S. Here's an excerpt of an article on the passage of this bill:

Congress approves massive highway bill

WASHINGTON - Rep. James Oberstar was late Friday for the final debate on the huge highway and mass transit legislation he had spent years helping to craft. Like many drivers around the country heading for work, he was stuck in traffic.
...
The Senate later voted 91-4 to send the legislation to the president as lawmakers prepared to head home for their summer break carrying promises of new highway and bridge projects, rail and bus facilities, and bike paths and recreational trails they had secured for their states and districts.

President Bush, in a statement, promised to sign the bill that he said "will strengthen and modernize the transportation networks vital to America's continued economic growth."

For Californians, there were several projects for various counties in the bill, not to mention the opening up of HOV lanes for certain hybrid vehicles:

Remember: This is not yet law! Do not drive your Prius in the HOV lanes until you get your sticker from the DMV during restricted periods unless you meet the minimum occupancy number requirement.

Not yet!

I understand there are some disparities between the Federal bill and the California bill allowing Priuses in the HOV lane. These need to be worked out before you can apply for your sticker. So...don't hit the carpool lane alone just yet!

BTW, I understand that the CA bill requires the car to be a high-mileage car (45 mpg) so the more powerful hybrids won't qualify.
