We just received our cargo mat from WeatherTech and are extremely pleased with it. It's custom made to fit the 04-05 models, fits like a glove, and has a raised lip around the edges to catch any spills. Well worth the money.

Does the Cargo Liner hide the hold-down rings in the floor behind the rear seatbacks or is it notched to allow access.

The clear plastic one I got at Toyota dlr is notched and shaped to allow full access to cargo hold down rings. It is a perfect fit for my 04 Prius. I do not think it is a Toyota part#, but an after market item Toyota dlrs might carry.
