Prius A/C should have less effect on fuel economy than does a conventional A/C system because turning it on does not force the engine to run. The engine will still only run as needed to supply the immediate power need and to recharge the batteries, and it does this while running as efficiently as possible (that is, at the best RPMs for the required power).
The electric air conditioner draws power from the battery; if the battery discharges more rapidly, as in a a traffic jam, the engine will start sooner and more often in order to recharge the battery. This translates into fewer mpgs.
