P0A80 HV Battery Questions

I have 2006 prius with 131k miles. Looking for recommendations on the cell replacement. Car was throwing P0A80 code, no other codes on scanner.

I have the hybrid battery out and tested each cell under 55w load. All cells read 8.01v to 8.04v, except for number 7 which read 7.84v.

I ran 2 discharge cycles to 6.0v on the # 7 cell.
Cycle 1 - discharge 388mah/5.99v charge 2588mah
Cycle 2 - discharge 1488mah/5.99v charge 2976mah
(10 minute rest between cycles)

After sitting overnight, the # 7 cell shows 8.04v under 55watt load but based on the charges #'s it appears suspect to me.

So i ordered a used cell off ebay, from a company that advertises they load test each cell and have a 6 month warranty.

Question is should i run each of the 28 cells through one (or more) discharge/recharge cycles, or just replace the one cell and balance the voltage? And is it better to balance the battery by hooking it in parallel, or just use my charger to bring this cell to the same voltage?

I also replaced the 12v battery as it was reading 9.9v and failed load test after being charged.
